SEC has revised Volume I of the EDGAR Filer Manual, Form ID, and related rules to require applicants for EDGAR access who previously used the "Convert Paper Only Filer to Electronic Filer" process to instead submit Form ID and a certifying document to request access to file at EDGAR. The change affects applicants for access to EDGAR who have a Central Index Key (CIK) number but have not yet filed electronically at EDGAR.

The ID form has also been amended to update its instructions and cross-references to Volume I. In addition, SEC has revised Volume II of the EDGAR Filer Manual to reflect updates to the EDGAR system.
